The Paraguay National Committee aims to promote sustainable energy development in Paraguay, as a part of the World Energy Council’s energy vision. As a member of the World Energy Council network, the organisation is committed to representing the Paraguayan perspective within national, regional and global energy debates. The committee includes a variety of members to ensure that the diverse energy interests of Paraguay are appropriately represented. Members of the committee are invited to attend high-level events, participate in energy-focused study groups, contribute to technical research and be a part of the global energy dialogue.
Minister Wiens is Doctor of Theology. He was a pre-candidate for President of the Republic on 2011-2012. Senator elected by the National Republican Association (ANR) Colorado Party (2013-2018). Member of the Honourable Governing Board of the Colorado Party (2015-2020). MERCOSUR parliamentarian elected for the period 2018-2023 by the Colorado Party. He is a member of the international organization "Parliament and Faith". He assumed the leadership of the Ministry of Public Works and Communications (MOPC) on August 15, 2018.
Geological engineer from the “Universidad Federal Ouro Preto” in Brazil. He has worked in the energy, mining and hydrocarbons sectors since 1991 when he started in the Vice Ministry of Energy and Mines. His work at the Vice Ministry continued until 2003 where he became the Director of Mineral Resources.
From January 2004 to July 2018, he was leading different positions in private companies that are engaged in the mining and hydrocarbons sector. In the mining sector he worked as operations manager of the company Morrison Mining, and in the hydrocarbons sector as operations manager of the companies: Aurora Boreal, Paraguay Gas and Energy and CDS Energy, becoming president of the last mentioned company.
In October 2018, he was appointed Director of Hydrocarbons of the Vice Ministry of Mines and Energy, and since the last days of December 2018, he is the Vice Minister of Mines and Energy.
